Ukrainian Commodity Classification for Foreign Economic Activity (UCCFEA)
Ukrainian Commodity Classification for Foreign Economic Activity
Ukrainian Commodity Classification for Foreign Economic Activity (UCCFEA) is drafted pursuant to requirements of actual customs legislation of Ukraine and used by subjects of foreign economic activity and, consequently, by customs authorities (during all sorts of customs operations). In particular, the codes are used for clear and precise identification of goods and defining the amount of customs duties.
The classifier is commodity nomenclature of foreign economic activity. Coding of the classifier is Ukrainian analogue of classifiers adopted as a basis by the World Customs Organization – for classifying of goods crossing the customs territory of other states.
According to Ukrainian classifier, each product gets 10-character or 14-character code that will be used for declaring and collecting the customs duties. The coding is necessary for unambiguous identification of goods transported through Ukrainian customs, as well as for unification and full automation of procedures on processing the customs declarations and other documents provided by players of foreign economic activity to customs officers.
Obligation to determine the exact code of transported goods is entrusted to the declarant; at that, customs officers are authorized to check the correctness of applied code. Depending on assigned code, amount of assessed customs duties can be changed (with application of special measures, if this category of goods assumes it).
There are several ways to determine the product code under the classifier:
- formally, via expert opinion of specialists;
- via information (received explanations of customs broker);
- via consulting (contact our experts).
LLC “SE Zhitomirstandart” Company will provide the necessary assistance in proper classification of goods under UCCFEA codes or, at your request, will facilitate the issue of formal expert opinion. Correct assignment of the codes affects both the amount of customs duties and the list of necessary documents to be submitted to customs authorities for permission to transport the goods.
UCCFEA product code consists of 10 characters:
For example: 73 04 51 12 00
- the first 2 digits – commodity group,
- the first 4 digits – commodity heading,
- the first 6 digits – commodity sub-heading.
- Full code – 10 characters, which must be indicated in customs declaration – represents the commodity sub-heading.
