Development, coordination, and registration of Technical Specifications (TS)

Development of technical specifications

Technical Specifications (TS) is a document setting the technical requirements to be met by certain goods (product, material, substance, etc.). This normative document regulates the following production issues:

  • incoming inspection of raw materials;
  • final inspection of finished products;
  • product packaging and labeling rules;
  • tests required for issue of quality certificate;
  • documents required for sale of products (wholesale and retail).

Each product is covered by unified state and industry standards (such as GOST, DSTU), which can be used by any manufacturer in Ukraine. However, if those standards do not suit you (due to nature of your production or process inconsistencies), it is necessary to develop the TS fully compliant with your company.
Thus, you become the owner of Technical Specifications, while being free to use your regulation at your discretion. While other manufacturers, who would like to use it, must coordinate it with you and, if accepted, strictly adhere to your requirements.

Given the application and specifics of goods, our experts will help to determine the UCND (Ukrainian Classifier of Normative Documents) and SCPS (State Classifier of Products and Services) code, based on which, you will be given a list of agencies for coordination of your TS. Please note that, since January 1, 2012, new State Classifier of Products and Services (DK 016:2010, which operates in parallel with old DK 016-97) came into force.

Types of Technical Specifications

  • With letter O1

Temporary, experimental TS (valid up to 1 year).

  • With letter А

Technical specifications for mass production goods, which passed all necessary tests. As a rule, these are medical products.

  • With letter И

Individual TS, which are not subject to mandatory registration. Developed by enterprises for own needs.

  • No additional letter

Universal TS, which were originally developed for mass production goods.

According to DSTU 1.3 (if not otherwise specified), validity of Technical Specifications in Ukraine is 5 years. Thus, at the moment, all TS must be provided with the following quote in Section 1: “Technical Specifications shall be checked on regular basis (at least every five years, after provision of validity or the last check), if there is no need to check them before – in case of adopting the regulatory acts according to national (international) standards and other regulations that cover the requirements other than those set in Technical Specifications”.

As previous registration procedure did not have the time frame and had a popular formulation “No expiration date”, it is likely that your TS are no longer valid (even if all documents are OK). Our experts will help to determine whether your TS are relevant and, if necessary, extend all required documents. Please be aware that data and parameters set in Technical Specifications determine the further permanent process of quality control (for any batch of finished products).

As you know, ignorance of law is no excuse; so, be vigilant and trust the professionals.
