New State Classifier of Products and Services
For further development of modern economic registries, information systems, and classifiers, since January 1, 2013, Ukraine introduced a new SCPS (State Classifier of Products and Services) DK 016:2010 approved by State Committee of Ukraine for Technical Regulation and Consumer Policy, order No. 457 dated October 11, 2010. Development and implementation of new classifier is performed in the framework of concept on building the national statistics of Ukraine (approved by Cabinet of Ministers of Ukraine, decree No. 326 dated May 4, 1993).
DK 016:2010 is used for classification of goods and services produced (rendered) in Ukraine and for processing of initial data, as well as their grouping in accordance with international classifications in central and local executive bodies, financial bodies, and statistics bodies. All economic entities (both legal and natural persons), regardless of ownership, should use this classification to determine the SCPS product code, as it affects the production requirements.
Classification system is simple and compliant with international standards.
Products and services of each sector are divided into 17 sections and 16 subsections (indicated by letters of Roman alphabet).
Digital code is structured as follows:
ХХ – section;
ХХ.Х – group of products (services);
ХХ.ХХ – class of encoded products (services);
ХХ.ХХ.Х – category;
ХХ.ХХ.ХХ – sub-category;
ХХ.ХХ.ХХХ — type of product or rendered service.
Any product or service produced (rendered) in Ukraine shall be coded in accordance with requirements of State Classifier. At the moment, classifier DK 016:2010 is applied in parallel with the old DK 016-97, as, according to “Procedure of Determining the Procurement Subject”, approved by Ministry of Economy, order No. 921 dated July 26, 2010, procurement subject is determined by DK 016-97. Therefore, change of regulatory base is required.
