Term “declaration of conformity” was introduced in 2010. Declaration of conformity is a special document from manufacturer, which certifies that products are compliant with regulations. Declaration of conformity is confirmation of goods being compliant with established product quality standards.
Task of declaration of conformity includes regulation of procedure on conforming the compliance of goods with quality requirements. Standards of conformity are regulated according to order of State Committee of Ukraine for Technical Regulation of Consumer Policy, No. 467 dated October 14, 2010.
Declaration of conformity is set by Law of Ukraine “On Conformity Assessment”.
Declaration of conformity is a special procedure used by manufacturer or authorized person (under personal responsibility) to certify the compliance of products with legal requirements.
Declaration document is formally issued manufacturer’s statement, which provides the guarantees that products are fully compliant with legal requirements and established standards.
The declaration is not always issued. Declaration of conformity is issued, when such need is assumed in technical regulation modules (modules of assessment and meeting the requirements of national signs and marking regulations – applied in standards confirming the compliance).

Module A (internal production control)
Regulations, Clause 10. This module (A) describes the evaluation procedures used by manufacturer or authorized person (resident of Ukraine), which meets the requirements of Clause 11, guarantees, and declares that certain products comply with particular requirements of regulations. Manufacturer or authorized person (resident of Ukraine) shall provide each product with national mark of conformity, while also drafting the declaration of conformity.
